05/16/2006: "El Proyecto de Ampliación del Canal Interoceánico de Panamá"

El tema de mayor relevancia en la actualidad, es el Proyecto de Ampliación del Canal Interoceánico de Panamá que impulsa el Gobierno Nacional. Como panameño, me atrae muchísimo esta idea. Creo que el canal tiene que mantenerse competitivo, más en estos tiempos modernos en que la competitividad de una empresa es la clave entre el éxito y el fracaso.

No hay que ser experto en economía, finanzas, negociaciones comerciales y/o ciencias afines para darse cuenta que la construcción de una tercera vía (en la actualidad las esclusas tienen dos vías) incrementaría significativamente la capacidad de tránsito de la vía interoceánica (para mover barcos, carga y pasajeros). Esto se debe a que la tercera vía, única por la que podrían transitar los colosos barcos Post Panamax, no sería exclusiva para ellos. También podrían transitar por ella todo tipo de barcos. Este es un detalle que, por ser tan obvio, ha sido dejado en segundo plano por los promotores del proyecto. Si se logra descongestionar las largas colas de barcos que esperan turno en ambos extremos de la vía, aumentaría la eficiencia, el tránsito, el abanderamiento de conveniencia de naves y, por ende, la competitividad de la principal empresa panameña. Un impacto positivo adicional sería el posicionamiento de Panamá como destino turístico de los cruceros, con un importante aporte a la industria turística nacional y su enorme factor multiplicador a nivel de generación de empleos, abastecimiento de alimentos para las naves y los turistas, incremento del comercio en general, establecimiento de empresas navieras, la construcción de astilleros y un largo etcétera. Si esto se complementara con la construcción de puertos multimodales, megapuertos y un aeropuerto adicional para pasajeros y carga, Panamá estaría haciendo honor a su lema: "Pro Mundi Beneficio" y cumpliendo su "augusto destino", como una vez predijo el ilustre Libertador de América del Sur, Simón Bolivar...

Sin embargo, el Gobierno Nacional tiene que brindar la información completa de manera abundante, objetiva y transparente (incluyendo la traducción al español de los estudios técnicos), para lograr el respaldo nacional. Cualquier proyecto -y este en especial- que no tome en cuenta la participación ciudadana está condenado al fracaso. La participación ciudadana tiene que ser considerada desde las etapas preliminares de este proyecto en particular.

De salida, la ciudadanía no aceptará dos cosas: 1) que se sacrifique el progreso de los sectores social, salud, educación y económico de los panameños, en aras de esta ampliación (por más justificación estratégica, política, técnica y económica que tenga) y 2) que, de ahora en adelante, los billonarios ingresos del canal sigan sin tener un impacto positivo medible en el bienestar de todos los panameños y todos los que conviven con nosotros en esta bella tierra istmeña bendecida por Dios. Lo primero, porque un alto porcentaje de panameños (cerca del 40 %) vive en pobreza o pobreza extrema, lo que implica que hay que destinar importantes recursos para combatir este vergonzoso flagelo socioeconómico desde todos los ángulos posibles. Lo segundo, porque el pueblo panameño, en su conjunto, JAMÁS ha sido beneficiado con los ingresos del canal, principalmente ahora que es completamente nuestro. ¡PONGAN ATENCIÓN A ESTO, SEÑORES DEL GOBIERNO CENTRAL, SI QUIEREN TENER ÉXITO EN EL REFERENDUM QUE DECIDIRÁ EL DESTINO DEL PROYECTO DE AMPLIACIÓN DEL CANAL INTEROCEÁNICO!
